Vice President of Contracts and Budgeting

Alan is a highly accomplished and results-oriented healthcare professional with over 30 years of experience in clinical research, contract negotiation, and project management.

He has held leadership positions at renowned institutions such as the NSABP Foundation, Preferred Primary Care Physicians, and Children's Hospital of Pittsburgh. His expertise encompasses a wide range of areas, including:

Clinical Trial Management: Site activation, budget negotiation, contract management, protocol development, data management, and regulatory compliance.

Project Management: Planning, execution, monitoring, and control of clinical research projects, ensuring timely completion and achieving project objectives.

Contract Negotiation: Negotiating and managing complex clinical trial agreements, including budgets, timelines, and scope of work.

Leadership & Collaboration: Leading and mentoring research teams, fostering strong relationships with sponsors, investigators, and regulatory agencies.

Albert Garcia brings over 13 years of experience in the clinical research space. His background in coordinating and business development gives him a wide-ranging understanding of the industry. A senior coordinator, Albert takes pride in working with and mentoring his younger colleagues, sharing his expertise to elevate the entire team.

Marketing & Recruiting Specialist

Alex Willhoite leads patient recruitment and marketing at Arrow Clinical Trials. A UCF Biology graduate, he combines a science background with digital marketing expertise to run outreach campaigns that connect patients to the right studies. Outside the office, you'll find him on the golf course, in the kitchen, or exploring Tampa with his girlfriend and their dog.

Alexandra "Lexi" Bancroft is a Recruiting Specialist with a B.S. in Neuroscience and Behavioral Biology, with a minor in Women and Gender Studies, from Emory University (2025). In her free time, she enjoys reading, singing, and playing with her dog, Luna.

Andre received a Bachelor of Science in Biomedical Sciences from the University of South Florida. His background includes patient care as a transporter and Volusia County lifeguard. Andre is a Florida native and enjoys surfing, tennis, and the outdoors.

Andrew is a Florida native who was born at Halifax Health. He has been working locally in research for over 10 years. Andrew loves his dog Lydia and likes to take her on bike rides.

April Shadeed

April Shadeed, MSN, APRN

Investigator

April Shadeed is a board-certified Nurse Practitioner specializing in cardiology. She earned her Master of Science in Nursing from the University of Central Florida (UCF) and has dedicated her career to providing compassionate, high-quality care to patients with cardiovascular conditions.

Originally from Daytona Beach, Florida, April combines her clinical expertise with a patient-centered approach, focusing on education, prevention, and improving overall heart health.

Outside of her professional life, April enjoys spending time with her husband and two children. She values family time and finds balance through shared experiences and community involvement.

Cecille Tapia-Santiago

Cecille Tapia-Santiago, M.D., M.H.A, F.A.C.O.G.

Investigator

Dr. Cecille A. Tapia-Santiago, M.D., M.H.A., F.A.C.O.G., is a board-certified OB/GYN and founding partner of Volusia OB/GYN in Port Orange, Florida. A graduate of NYU School of Medicine and Cornell University, she brings over 25 years of clinical experience with advanced training in minimally invasive surgery. Dr. Tapia-Santiago holds hospital appointments across Florida, including Advent Health Daytona Beach and Sarasota Memorial. She has served in key leadership roles such as Chief of Surgery and Medical Director of Obstetrics. In addition to her clinical work, she’s a dedicated educator and global health advocate, leading surgical missions in the Dominican Republic and Guatemala. Bilingual in English and Spanish, she is passionate about women's health, mentorship, and delivering high-quality, compassionate care.

Charlie Ross

Charlie Ross, MD, FAAFP, DABOM, DABLM

Chief Medical Officer

Charles Ross, MD is Board-certified in Family Medicine, Obesity Medicine, and Lifestyle Medicine. He also has the honor of being a Fellow of the American Academy of Family Physicians and a member of the Florida Academy of Family Physicians Journal Committee.

Since 2006, he has practiced as a full-time physician in both Primary Care and Urgent Care, sub-specializing in Sports Medicine, Pain Medicine, and Lifestyle Medicine. During this time, he has also served as a Clinical Assistant Professor for the University of South Florida and Nova Southeastern University in Miami, clinically training Resident Physicians in Family Medicine and Internal Medicine, as well as Medical students, Nurse Practitioners, and Physician Assistants. As a clinical investigator, Dr. Ross is primarily interested in research investigating the safety and efficacy of various pharmacologic options for treating such common medical conditions as Obesity, Diabetes, Heart and Kidney Disease, Alzheimer’s and Parkinson’s Disease, and Osteoarthritis of the Knee.

As our Front Desk Coordinator, she keeps the office running smoothly with professionalism, warmth, and attention to detail. Cheryl is passionate about helping others and creating a welcoming environment for everyone she meets. Outside of work, she enjoys spending time with family and friends and brings her positive energy to everything she does.

Dany A. Obeid

We are proud to welcome Dr. Obeid, a distinguished physician specializing in sleep medicine, critical care, and pulmonary disease. With an extensive track record also in clinical trials, Dr. Obeid brings deep clinical expertise and research insight to our team. While continuing his leadership in ongoing studies, he joins us at Arrow as an Investigator and Principal Investigator in his key areas of strength, advancing excellence in clinical research and patient care.

David Billmeier

David Billmeier, M.D., CHCQM

CEO & President

David Billmeier, M.D. is a board-certified Family Medicine and Hospice and Palliative Medicine doctor. He has been serving the greater Daytona area for over 25 years not only in his private practice, but also as Medical Director for Volusia Health Network with Halifax Health Hospital, and as a medical consultant for NASCAR and Porsche Racing. Dr. Billmeier has been involved in clinical research as both a principal investigator and sub-investigator for the past 10 years covering a broad range of therapeutic areas including central nervous system (CNS) with specific expertise in neurodegenerative disorders, metabolic and endocrine disorders, psychiatric disorders, dermatological disorders, and cardiological conditions to name some conditions of particular interest.

David Henderson

Dr. David Henderson is a graduate of West Virginia University School of Medicine. Dr. Henderson specializes in cardiovascular disease and internal medicine.

Dr. Henderson has been a clinical trials investigator for over 30 years in the cardiometabolic space. His work has contributed to numerous advancements in cardiology and patient care. He continues to stay on the cutting-edge of medicine through his ongoing efforts in clinical research through Arrow Clinical Trials.

Debbie Whitley

Bookkeeping & Admin

Debbie is our dedicated Bookkeeper, keeping the financial side of the office organized and running smoothly with accuracy, attention to detail, and years of experience. Her dependable nature and positive attitude make her an invaluable part of our team. Outside of work, Debbie enjoys spending time in her garden, nurturing flowers and plants, and making special memories with family and especially her beloved grandson. Her caring spirit and commitment shine through in everything she does.

Emily is an intern at Arrow Clinical Trials, working in operations, marketing and the lab. Emily is currently a student finishing off her bachelor's degree in psychology with a minor in Biology. Frank Garcia

Frank Garcia, ACRP-CCRP

Clinical Site Director

Frank is a seasoned clinical research leader with extensive experience as a Site Director, Independent Healthcare Consultant, and Regional Director of Clinical Operations. Holding a Bachelor of Science in Biochemistry and Medical Technology, he brings deep scientific knowledge and operational strength to every role. Frank has successfully managed clinical sites across multiple therapeutic areas, known for his ability to lead and motivate teams, drive performance, and maintain a consistent, patient-centered focus. With strong program and project execution skills, he excels in strategic planning, operational oversight, and problem-solving in complex healthcare environments. Originally from Colorado, Frank now enjoys life beachside with his family, where he balances professional excellence with a grounded personal life. His approach to clinical research is rooted in compassion, quality, and collaboration, ensuring that each trial is conducted with the highest regard for patient care, safety, and experience.

Garrett has a strong background in science, with a Bachelor's degree in Biology and a Master's degree in Conservation Technology. With a detail-oriented and thoughtful personality, he is very flexible in helping wherever he is needed at Arrow.

Gauri Nayak-Barot

Gauri Nayak-Barot, MS, Ph.D., CCRP

Clinical Rater & Investigator

Gauri Nayak-Barot, MS, PhD, CCRP is a neurological clinical assessor with over eight years of experience delivering high-quality ratings across complex central nervous system trials, including Alzheimer’s disease, Parkinson’s disease, multiple sclerosis, essential tremor, PTSD, and major depressive disorder. She is extensively trained in leading psychiatric, cognitive, movement disorder, and quality-of-life scales, ensuring rigorous, reliable administration and scoring in both onsite and centralized models. Gauri has served as a clinical rater and sub-investigator on numerous phase 2–4 global studies, providing structured clinical interviews, psychometric assessments, and detailed scoring rationales that directly support eligibility decisions and endpoint integrity. She routinely participates in rater calibration and inter-rater reliability exercises, delivers feedback to rating teams, and standardizes assessment workflows to maintain data quality across multi-site programs. With a neuroscience-focused PhD and broad neurology research leadership, she brings a unique blend of scientific depth, operational insight, and patient-centered assessment expertise to every study.

Lee Metchick, MD, FACE, is recognized for his exceptional contributions to the field of endocrinology and commitment to patient care. With a medical degree from a prestigious institution and specialized training in endocrinology, Dr. Metchick has dedicated his career to understanding and treating hormonal disorders. His extensive research, publications in medical journals, has advanced the knowledge of endocrine conditions.

Leslee Kubiet

Leslee Kubiet, Ph.D, APRN, ANP-BC

Investigator

Dr. D’Amato-Kubiet received a PhD from the University of Central Florida (UCF) in 2013 and has been on faculty at UCF since 2006 serving in various capacities of undergraduate and graduate level education. She has been a member of the American Association of Nurse Practitioners since 1998 and received the 2021 Gold Star Preceptor of the Year award from the National Organization of Nurse Practitioner Faculty. In her free time, she loves spending time with her two sons, cooking and traveling the world.

She has worked in both clinical and administrative capacities in multiple nonprofits. Ren is passionate about incorporating DEI work and advocacy into her everyday life. In her free time, she enjoys reading, spending time outdoors, and playing with her dog, Lucy.

Roosevelt is the backbone of our lab operations and plays an essential role in keeping the department running smoothly every day. As Lab Technician, he brings reliability, technical expertise, and a hands-on approach to everything he does. In addition to overseeing the lab, Roosevelt manages IT support and helps maintain the facility, always stepping in wherever needed to keep the site operating efficiently. A proud dad and dedicated family man, Roosevelt is known for his strong work ethic and positive attitude. Outside of work, he enjoys restoring and fixing up cars, combining patience, skill, and attention to detail—qualities he also brings to the workplace every day.

Ryan Dallas

Ryan Dallas

Business Development Director

Ryan has over 13 years of experience in clinical research and business development. He started out as a CRC at a site in Orlando where he led renal, hepatic, and immunology trials. He also worked in an operations role at a biotech company on a rare disease trial where he led community outreach events to promote clinical trial participation. After that, he led business development at a startup SMO where he built a joint venture site network and sourced clinical trials across neurology, endocrinology, pain, and rheumatology therapeutic areas. He later consulted for a research site network in Texas, landing trials across all therapeutic areas. Ryan has a B.S. in Biology/Mathematics from Western Washington University and is a Lean Six Sigma Black Belt. Originally from Seattle, he understands clinical research from the coordinator, site network, and sponsor perspective. When he's not working on business development for Arrow, he's at the pool, training at his kickboxing gym, creating AI GPTs, cooking, or relaxing with friends and family.

Ursula Amon, MBA, is a seasoned executive with a diverse background spanning business, and real estate development. Holding a Juris Doctor and an Executive MBA, she brings a wealth of knowledge to her roles as a COO and real estate professional.

With over two decades of experience, Ursula has excelled in multifaceted leadership positions. As COO, she has overseen all aspects of business operations, including finance, legal, human resources, and marketing. Her expertise includes strategic financial planning, contract negotiations, and implementing robust financial controls. Ursula has managed cross-functional teams, ensuring seamless communication and alignment with business objectives.

Her leadership extends to community involvement through active participation in local organizations.

Her fascination with clinical research stems from a desire to not just practice medicine but to contribute to the discovery of innovative treatments and therapies, including exploring new avenues that go beyond conventional methods of patient care.
